Show either none or all of the buttons in the corner on the vanilla title screen

Right now on the vanilla game's title screen only three Draftout buttons (Board Builder, Settings, and Replays) appear in the bottom right, while there are eight once you enter the Draftout screen. These three options are all Draftout-specific so it seems really arbitrary that they should show on the vanilla title screen while the others don't. I think that the menus should be changed to make the buttons shown in the bottom right corner consistent across both screens.

those buttons were put on title screen so you can access them if the servers go down

Maybe you could show all the buttons and make the ones which require access to the server only attempt to connect to the server on click? Although I guess that could create the false impression that all the buttons require connecting to the server
