I like 3 better because I think the general methods are still the same, it would just be less difficult and less luck based

Pumpkin are also doable on all worlds, but require more effort

Beetroot and melon require a village or mineshaft, or just a jungle for melon

Nether wart requires a lot of nether investment

No village type gives more than 2 different seeds, so keeping it at 3 means you still need multiple structures/features to get the goal. The only places that can get you to 3-4 seeds at once are mineshafts and dungeons.

Making it 3 instead of 4 just makes every strategy more consistent and less luck based, since the only guaranteed seeds are:
Wheat - everywhere
Pumpkin - maybe hard to find but doable, needs shears
Wart - needs a specific nether structure
Melon and beetroot are always rng, so if you don't get one of them at spawn the goal is really annoying

You can craft pumpkins into seeds, you don’t need shears. Draftout guarantees netherwart close to 0,0. Mineshafts are also super common if you want to force it. This is a midgame goal and I see no reason to reduce it to 3, especially after nether wart was added.
