enderman are often way rarer than creepers are, and like 99% of the time you can find them in a cave/night
so i'd argue its more similar to enrage zombie piglin than it is to enderman

cause you could also argue that enrage zombie piglin is rng due to requiring a nether wastes, and people can enter in different areas
