Publicize information on goal filtering

Some goals are only offered if certain conditions are met near spawn, but we don't actually know which goals are filtered or what their exact conditions are. This information can greatly affect decision-making. It's possible to reverse engineer the info by using the API to check for correlations between goals offered in draft and various features of the seed, but it would be nice if the info was just publicly available instead of giving an advantage to players who might look into it.
