If you wear armor, even on accident, your opponent gets the objective. Basically encouraging more risky playing. Elytras or anything that doesnt apply armor protection doesn't count
The only problem I can think of is if the board is 12-12, but maybe it could have a cool behaviour that if it's the last on 12-12, in the next 10 seconds it swaps to "Wear Armor" so you have to time it to win or lose

Lots of goals require you to wear armour. I would find it very strange if completing one goal automatically gives your opponent another.
Besides those goals, in practice both players would just never wear armour and it would nearly be guaranteed to be a weird tiebreak. I agree that “don’t do X” goals are going to be a lot worse in theory, MAYBE if they have a time limit but not for this one.
