Change "Get Glowing" to "Apply Glowing To A Mob"

objectives
Allowing you to get the goal via starting a raid + ringing a bell. Also making it ever so slightly more difficult when in a bastion since if you want to instantly get the goal and you aggro piglins / zombie piglins it can slow you down or kill you.

tech for this: you can bring the bell to a witch hut or cave and it will give the witch glowing even if it's not in a raid

I like this goal idea a lot but I don't actually like it being "apply glowing to a mob" because it feels so indirect to me

imo replace "get bad omen" with "ring bell to make a mob glow" (probably reword it a bit but it just becomes about the bell tech, and it's filtered for outpost)

I guess that on non witch/outpost seeds then nether get glowing strats are still meta though and if it's filtered for outpost then you get the witch tech way less often

like the player does a thing and then that thing makes the mob glow but it feels different from like the player applying a status effect to a mob

I really like the bell raid mob mechanic so I 100% think some kind of goal with it is good, if I'm the only one who finds the make a mob glow thing ambiguous then I think it's the best way to do it

if it's not just me then I think it'd be good as an outpost filtered goal to replace bad omen

I think glowing is more direct than just "apply any effect to mob" or something like that. Glowing you either ring the bell or shoot the mob. Other effects could be from a villager leveling up, or a trial chamber dispenser, which feels more indirect to me.

imo the bell tech is cool but kind of deserves to be separate. i still like 'glow a squid' bc it's both concise and funny
