If you want a semi-custom board but still with some randomness/drafting you should be able to choose which goals can be choses, what are their odds of being chosen and whether or not they need to filter for a biome

Yeah, kinda like the custom board builder menu you could pick goals and maybe right click them to customize odds and criteria
