Empty map can be crafted with 8 paper and a compass. You can also trade for it with a level 1 cartographer for 7 emeralds. Both the empty map itself and a compass along with paper can be found in cartographer houses and shipwrecks. Knowing the cartographer house will give you an advantage on a village seed. This can also be a mining goal if you just craft the compass. You can also trade for redstone if you don't have 7 emeralds or get it in a jungle temple or from a witch on a witch hut seed. 4 iron can be found in various structures or mined in a shallow cave/mountains, so you can manually craft it even without committing to a big cave.

btw I don't think making this goal "Obtain a map" (to count buried treasure maps) would be good because it would skew the goal too much towards the ocean and make all the other options less viable. You have around a 15% chance for either an empty map or a compass per map chest. You already get enough paper and iron so you just need 1 redstone if you miss the roll and it's not hard to find a good cave in an ocean. I think these factors are already enough to make ocean viable for this goal.

it's effectively random where you end up within the map you created but the exploration range is really big. most of the time you would just need to right click and then it would be instantly done. but sometimes you would need to do a few sprint jumps to fully fill it out. this barely changes the goal and instead adds unnecessary randomness. also, it removes some strategy, because you would be forced to use it instantly, whereas otherwise you could use it when eg. you're looking for a lava pool. plus it makes it harder to code

I don't think it's random where you end up, I think it depends on coordinates, which could add a small amount of skill. But yes I'm sure it's hard to code...
