Analogously to other obtain something goals.
Obtain every/6 type(s) of swords/pickaxes/axes/shovels/hoes/spears.
The difference between 6 types and every type is basically no need for netherite ingot + upgrade and a second copy of the diamond tool.
Personally I prefer every type but 6 types might be preferred overall.
Plus there's no netherite goals at the moment and 6 types would keep it that way.

I think this would be a good variation on obtain all tools of X type.

Wouldn't need to be all tool types but maybe one for shovel, one for sword, one for pickaxe since those have different costs.

And could maybe make one goal each for 5/6/7 types, so one goal could require netherite but it wouldn't flood the goal pool with netherite goals. Maybe it's better to just leave it at 6 though since netherite can be rng who gets it if it's not in the bastion or if there's no template in the spawn bastion.

I think it would work best specifically for hoes because shovels and spears are so cheap and hoes are (generally) the least useful which makes the inventory management portion more intriguing imo. And hoes are also the most entertaining from a viewer perspective for streamers.

TL;DR: people get hyped for hoes.
