Same happened here, If you disconnect and reconnect the ticks are frozen and you can't move like in the drafting phase, You can't even open the board to Forfeit. (Also the world resets)

You likely have too much RAM allocated, which can cause lag spikes.You should allocate 3400-5600 MB by going to Settings > Java in MultiMC. so yes it is provider thing and you cant really completely fix it, but in ranked proxying instance or vpn tunneling will help, but not there, so maybe you can do some change in connection related things for these to work

some other players from russia connect with a vpn just fine, have you tried a different vpn if you can? i don't know much about how you connect so i can't help you

i think the problem is that while ranked connects to its servers with a domain, draftout uses a direct ip
so a vpn that redirects by domain fails
