Skeletons (Dog), Creeper (Cat), Spiders (Armadillo), Villager (Zombie), Panda (Thunderstorm), Hoglin (Warped Fungus/Nether Portal/Respawn Anchor), Piglin (Soul Fire), Phantom (Cat), Wolf (Llama), Pillagers (Creaking)
Must kill while the mob is frightened
Should exclude most player interactions (i.e. Cat, Fox, Rabbit fleeing, or a passive mob running away when you hit it, but include Baby Hoglin)

if it was a hostile frightened mob it wouldn't be necessary to clarify (i think?) but removes villager which could have been a common option for the goal

piglins depend on whether you're wearing gold armor, spiders on the surface depend on whether it's day time

with how many goals there are i think being able to understand the goal from its description is necessary

neutral doesn't exist in the game, all mobs are passive or hostile regardless of their actual behavior

hm ig it could be a goal type "Kill a frightened {mob}" yea, where mob could be anything reasonable (i.e. not phantom/pillager surely)

I agree, I think an easier way is "Kill a mob frightened by another mob" which would rule out some of the easier ones but be clearer

I kind of only had that in mind before realizing there's other ways to scare mobs
